The best opportunity is just before dawn one-third of the way up the southern sky. It should be near Saturn and two bright stars, Spica and Regula. You need to be away from city lights and need binoculars or telescope.

They say a really good day to look is after midnight on Feb.23 because it will be just 2-degrees south-southwest of the planet Saturn.

I like to imagine that the green parakeet is normal size. That would make the blue one a giant parakeet and that would be a lovely thing indeed.
